The StanCOG Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS) is a long-term blueprint for how the Stanislaus region will grow and move over the next 25 years. It looks at how to improve transportation options—like roads, buses, bike paths, and walking routes—while also planning for housing.
StanCOG’s 2026 Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS) is an update to the previously adopted 2022 RTP/SCS. This plan will guide transportation development throughout Stanislaus County by updating goals and policies to meet current and future mobility needs. It includes all transportation modes, such as highways, transit, rail, bicycle, pedestrian, and aviation, and focuses on transportation demand management and intelligent systems until 2049. The SCS component, mandated by California Senate Bill 375, aims to demonstrate how greenhouse gas reduction targets will be achieved through integrated land use, housing, and transportation planning. If the SCS fails to meet these targets, an Alternative Planning Strategy (APS) will be prepared to find solutions outside the RTP’s fiscal constraints.
